The process I have employed my entire career is if the minister is not available to sign something super urgent, and there is no Acting Minister, the first minister can do it.
From what I can gather there was some issue with authority and health orders, so to address a risk Morrison did some proactive authorisation, then as is typical, went overboard with a number of other portfolios that wasn’t necessary.
But overall, the whole thing is confected.
