Could be that some of the ‘support’ is to have it out there in case of BH attempting self-harm in claiming victimhood.

Right. Pretty broad, then. Apparently La Higgins is to be the catalyst for a total overhaul of the whole legal system.
It seems that future criminal cases in Wong’s overhauled system will turn on the presumption of grace and dignity. Presumably with extra points for bravery.
(Not sure how well that will apply in commercial law.)
